Soldiers load their bags on buses at the end of their Rest and Relaxation Pass Program, which allowed military members and Department of Defense civilians in Iraq, Afghanistan or Kuwait four days in Qatar. Soldiers from Iraq and Kuwait made up the final participants in the program, which has hosted nearly 200,000 military members and Department of Defense civilians since 2002. The program is closing because of declining numbers of attendees for the four-day pass program, which was down to about six percent capacity earlier this year.
