Brig. Gen. Mark Toy, deputy commanding general-support (DCG-S), Joint Forces Land Component Command (Forward), Hempstead, Texas, (JFLCC-FWD), meets with a Federal Emergency Management Agency (FEMA) representative during a site recon of Beaumont to discuss the current efforts being made in response to Hurricane Harvey on Sep. 4, 2017. Assigned as one of two Deputy Commanding Generals, Toy serves as the senior engineer advisor to the JFLCC-FWD commander as local/state/federal response efforts transition from search and rescue to the recovery phase. The Department of Defense is conducting Defense Support of Civil Authorities operations in response to the effects of Hurricane Harvey. DSCA operations are part of the DoD’s response capability to assist civilian responders in saving lives, relieving human suffering and mitigating property damage in response to a catastrophic disaster.
