GULF OF MEXICO (Aug. 24, 2017) A GOES-13 satellite image from the Naval Research Laboratory taken at 7:45 EST shows Tropical Storm Harvey centered approximately 335 miles southeast of Port Mansfield as it approaches the Texas coast moving north-northwest at 10 mph. The National Hurricane Center expects the storm to strengthen and has issued a hurricane warning from Port Mansfield in the central coastal area to Matagorda near the Mexican border. Forecasters expect at least 15 inches of rain in some areas as the storm makes landfall along the southern coast of Texas Friday evening. (U.S. Navy photo/Released)
