Taylor, commander of Naval Mobile Construction Battalion 133, is introduced to Village Chief Hassan Diama as Seabees assigned to Combined Joint Task Force-Horn of Africa gathered on a construction in the Arta region, Djibouti, during a flag dedication ceremony where they are building a medical center, Aug. 17, 2017.
