Capehart, the outgoing commander for 1st Battalion, 68th Armor Regiment, 3rd Armored Brigade Combat Team, 4th Infantry Division, Fort Carson, Colorado, speaks to his audience during the change of command ceremony in the theater at Adazi Military Base, Latvia, May 4, 2017.
