DOVER, Del.- Former Delaware National Guard Adjutant General (ret) Frank D. Vavala stands at the podium while speaking to attendees at a military ceremony held on April 1, 2017. He was promoted to Four Star General in the Delaware State Militia. This prestigious accomplishment marks the first time that a general has achieved the rank of four stars in the state of Delaware.
