    On April 1, 2017, The Delaware National Guard assembled at Delaware State University for a military event called the Governor’s Review of the Troops. On this day approximately 1600 troops were in attendance.

    The Governor’s Review of the Troops Ceremony provides an opportunity for the Delaware State Governor to visually inspect, meet, and shake hands with the men and women of the Delaware National Guard. This year’s review is significant, marking the first review of the troops for Delaware Governor John Carney Jr., and first review of the troops in the DNG in over twenty years. The last review of the troops took place in 1993 with former Governor Tom Carper.

    During this ceremony Retired Major. General Frank Vavala was honored with an honorary promotion to the rank of Four- Star General in the Delaware State Militia. This prestigious accomplishment marks the first time that a general has achieved this rank in the state of Delaware. Vavala was promoted to honorary Lieutenant General in January; he has served the State of Delaware and the Nation for 50 years.

    Governor Carney and Major General Carol Timmons, Adjutant General, Delaware National Guard, pinned the Four –Star Rank Insignia onto General Vavala.

    Vavala expressed his sincerity and gratitude to all the members of the Delaware National Guard.

    “The Delaware National Guard is a part of my DNA.”

    “You are ready, reliable, relevant, and an indispensable component of the United States Military,” said Vavala.”

    Additional speakers included Governor John Carney, United States Senator Tom Carper, General Carol Timmons, United States Congresswoman of Delaware Lisa Blunt Rochester, and Delaware State University President Dr. Harry Williams.

    The events of the day included music by the 287th Army Band, a 19 canon salute, Honor Guard presentation of the colors, a black hawk helicopter fly over, and formation of approximately 1600 troops from the DNG.

    The review of troops provided a moment for engagement between government officials, DNG Soldiers and Airmen, and the local community.
