Retired Romanian Lt. Gen. Virgil Balaceanu gives a speech in front of the 36th Infantry Regiment Memorial at Mihail Kogalniceanu Air Base, Romania on April 1, 2017. Balaceanu served as the commander of the South Eastern Europe Brigade from 2007-2009 as well as the former commander of the the 34th Mechanized Brigade at MK Air Base. The base is one of several used by US forces during Operation Atlantic Resolve, a NATO mission between the U.S. and its Allies and partners to promote peace and deter aggression in Europe.
