    U.S. Public Health Service Capt. John Holland assists as first responders from the Mexican states of Jalisco and Michoacan practice various knots with rope and webbing in Puerto Vallarta, Mexico, March 21, 2017. As part of U.S. Northern Command's humanitarian assistance partnership with Mexico, Holland and another member of the USPHS offered new techniques to Mexican first responders in an effort to enhance their existing knowledge of water search and rescue.
