161021-N-SH284-029 BREMERTON, Wash. (Oct. 21, 2016) Secretary of the Navy (SECNAV) Ray Mabus presents Capt. Doug Lacoste, representing Naval Undersea Warfare Center, Division Keyport, with the 2016 SECNAV energy and water management award during an all-hands call at Naval Base Kitsap-Bremerton. The award was accepted on behalf of Naval Undersea Warfare Center-Keyport. During his visit to the Navy's third-largest fleet concentration area, Mabus also met with more than 100 federal, state and local elected and civic leaders at a reception in Bremerton to thank them for their continued Navy support.
