GOA, India (August 1, 2016) Chief Electrician's Mate (Nuclear) Charles Clarke, a native of Flint, Michigan, assigned to the submarine tender USS Frank Cable (AS 40), gives a high-five to a child during a Community Relations event at the Bal Bhavan children's home, Aug. 1. The visit to Goa is aimed at building friendship and goodwill between the U.S. Navy and the people of India.
