Staff Sgt. Anthony Harley, of the 285th Civil Engineer Squadron, Virgin Islands Air National Guard, in yellow helmet, assembles a multi-purpose tent with Team Rubicon member Brian Bartman as they make preparations for the start of National Guard training exercise PATRIOT North 16 at Volk Field Air National Guard Base, Wisc. July 16, 2016. The 285th Civil Engineer Squadron has only been in existence for about four years, and this is one of the first opportunities for them to train and learn from counterparts in a deployed exercise environment. Team Rubicon is a civilian volunteer organization made up military veterans and first responders, created to rapidly deploy emergency response teams to various types of disasters at the request of federal, state and county agencies. PATRIOT is an annual exercise held at Volk Field to test the National Guard’s capabilities and develop working relationships with first responders and government agencies.
