This appears to be either a HAZMAT emergency response operation or a training exercise.

    20th CBRNE Command

    A member of the New York Fire Department (right) and one from the 59th Chemical, Biological, Radiological, Nuclear (CBRN) Company discuss ways to approach a “contaminated” area of the subway during their Reconnaissance Sustainment Training with the FDNY at Pennsylvania Station in New York City on May 19. As part of the training, the unit collaborated with the FDNY in response to multiple “coordinated chemical and radiological attacks” throughout the city.
