POLARIS POINT, Guam (April 7, 2016) Cmdr. Chuck Jones, Submarine and Nuclear Power Limited-Duty Officer program manager, speaks to a group of Sailors aboard the Emory S. Land-class submarine tender USS Frank Cable (AS 40), about the requirements and benefits of the LDO program. The LDO program is designed to provide enlisted Sailors, with the required credentials, the opportunity to become officers. Frank Cable, forward deployed to the island of Guam, conducts maintenance and support of submarines and surface vessels deployed to the U.S. 7th Fleet area of responsibility.
