Monte Ulmer, left as commanding officer of Naval Support Activity Washington (NSAW) during a change of command ceremony at the Washington Navy Yard's Sail Loft. NSAW oversees several other sites within its area of responsibility including the Naval Reasearch Laboratory, the Washington Navy Yard, Naval Support Facility Suitland, the Naval Observatory, Naval Support Facility Arlington and Naval Support Facility Carderoc, it is also responsible for the maintenance and manning of the Chief of Naval Operations' ceremonial barge.
