U.S. Army Lt. Col. James M. Zieba, staff judge advocate for Task Force Cyclone, presented legal reference books to Chief Prosecutor of the Abdul Basheer Yaqobi, Parwan province, inside a newly built detention facility in Charikar city, Parwan province, Afghanistan, Feb. 16. Part of the visit was to schedule legal training for judges and prosecutors. "From the top all the way down the directive is to be cognizant of the culture and the people," said Zieba, a Carmel, Ind., native who is deployed with the Indiana National Guard 38th Infantry Division.
