A certificate presentation ceremony is taking place in what appears to be a Navy office or conference room. A person in Navy digital camouflage uniform is shaking hands with a woman holding a 'Department of the Navy' certificate of completion, while a third person stands to the right smiling. The setting suggests an official recognition or award ceremony.
