Higgins, commanding officer of U.S. 7th Fleet flagship USS Blue Ridge (LCC 19), observes replenishment at sea operations with Military Sealift Command dry cargo and ammunition ship USNS Charles Drew (T-AKE 10). Blue Ridge is currently on patrol in the Indo-Asia Pacific area of operation after completing a 6-month selected restricted availability maintenance period.
