James A. Shipp, support program manager, Middle East, for Commander, Navy Installations Command, Forward Deployed receives chief petty officer pins from Master Chief Petty Officer of the Navy Rick D. West and U.S. Naval Forces Central Command Master Chief Jeffrey Covington. Shipp is serving as the Morale, Welfare and Recreation representative for the entire 5th Fleet area of operations, which includes Iraq and Afghanistan. For the last three years, Shipp has monitored and coordinated the construction and managing of MWR facilities and events throughout 5th Fleet.
