Master Chief Petty Officer of the Navy Rick D. West presents James A. Shipp, support program manager, Middle East, for Commander, Navy Installations Command, Forward Deployed Services with a certificate recognizing him as an honorary chief petty officer during a presentation at Naval Support Activity Bahrain. Shipp is serving as the Morale, Welfare and Recreation representative for the entire 5th Fleet area of operations, which includes Iraq and Afghanistan. For the last three years, Shipp has monitored and coordinated the construction and managing of MWR facilities and events throughout 5th Fleet.
