Indiana Army National Guard Lt. Col. Richard Schwaiger, a 38th Infantry Division inspector general, stands in formation of approximately 60 Hoosier Guardsmen who are set to deploy to Guantanamo Bay, Cuba, Friday, Nov. 20, 2015, in Indianapolis. The Guardsmen will oversee safe, secure, humane, legal, and transparent care and custody at the base's detentions facilities.
