This is a screenshot of CAMPS (Comprehensive Asset Master Planning Solution), a web-based GIS mapping application displaying Energy Use Intensity (EUI) data for buildings on what appears to be a military or government installation. Buildings are color-coded on an aerial/satellite map overlay to indicate their energy consumption levels in kBtu/sf/yr. A control panel on the left allows users to select alternatives, set transparency, and draw or zoom to specific areas.
