Nikki Haley declared a state of emergency Oct. 1, 2015, to prepare for projected historic amounts of rainfall to impact the Carolinas after a weather system collided with the outer bands of Hurricane Joaquin off the coast, resulting in significant amounts of rain to fall in the region.
