Petty Officer 1st Class Kenneth Hoppe, a marine science technician assigned to the container inspection team at Coast Guard Sector Puget Sound in Seattle, measures the amount of deterioration on the outside of a shipping container transporting hazardous materials at Terminal 18 at the Port of Seattle, Sept. 28, 2015.
