    An international effort has been mounted to provide relief and development assistance to the victims of the savage drought that has brought distress to the sub-Sahara countries of Africa. The United States, through the Agency for International Development, is participating in a Recovery and Rehabilitation program aimed at providing the basis for social and economic development of the area, known as the Sahel. AID's assistance includes health and nutrition projects; agriculture and livestock production; water management; transportation and reforestation activities, as well as emergency relief. Ago Abdemou is one of the chiefs of the Lazaret refugee camp outside Niamey in Niger. He observes the tea ritual for guests.
