S.C. Army National Guard Soldier, Col. James Barkley, state aviation officer, passes the battalion colors from Lt. Col. James R. Fidler, the outgoing commander, to Maj. (P) John W. McElveen, the incoming commander during a change of command ceremony held Feb. 8, 2015, at the Army Aviation flight facility at McEntire Joint National Guard base, Eastover, S.C. The purpose of the change of command ceremony is to pass the command of the unit to the new commander, thus the passing of responsibility over equipment and personnel.
