Workers in green uniforms are stacking and arranging large green sandbags in a parking lot during winter conditions, likely as flood control preparation. Heavy equipment including a red Kubota skid steer and a yellow dump truck are present to assist with the operation. Snow piles are visible in the background, suggesting a cold-weather flooding or emergency response scenario.

U.S. Airmen assigned to the 107th Airlift Wing, New York Air National Guard support the stockpiling of sandbags at the Erie County Community College in Williamsville, N.Y., Nov. 23, 2014. The Airmen assisted with the palletization, loading and onward movement of the sandbags destined for response efforts in Western New York. New York Gov. Andrew Cuomo directed the mobilization of more than 500 National Guard Soldiers, Sailors and Airmen from area units to assist local authorities with snow removal and traffic control as regions of western New York saw more than six feet of snowfall in just 72 hours.
