    Major Craig Tibado, the assistant chief of staff for communications with 4th Marine Division, Marine Forces Reserve, explains new policies and procedures for Reserve battalions around the United States during the annual Inspector Instructor Orientation Conference at the Marine Corps Support Facility, Sept. 11, 2014.
