Chief of Naval Personnel, Vice Adm. William F. Moran, congratulates Seaman Recruit Andrea Ortiz, from Dumont, N.J., for being the recipient of the Military Officers Association Of America Award, at the weekly Pass-in-Review (PIR) graduation in the USS Midway Ceremonial Drill Hall on board Recruit Training Command (RTC), the Navys only boot camp, here Feb. 28. Moran was the reviewing officer at the PIR. More than 580 recruits officially became Sailors at the weekly graduation. RTC trains more than 37,000 Sailors annually.
