Michael Bevers, governance adviser for the North Babil embedded provincial reconstruction team, explains the themes emerging from research being done by the 4th Brigade Combat Team, 3rd Infantry Division Human Terrain Team on Nov. 20. The project uses the ideas and insights from more than a year's time spent by Soldiers building and assisting local Iraqi governments. Bevers hopes the combined knowledge will help U.S. Dept. of State efforts in Iraq in the future.
