A groundbreaking ceremony is taking place at a construction site, with military personnel and civilians using ceremonial shovels decorated with ribbons and flowers to break ground. At least two individuals in camouflage uniforms — one wearing a blue hard hat and another wearing a yellow hard hat — are actively digging into the soil. The setting appears to be an outdoor location with tropical vegetation visible in the background.
