Military personnel in camouflage uniforms and hard hats are engaged in a construction or engineering activity at a building site. A central figure wearing a blue hard hat and yellow lanyard appears to be examining or handling a bamboo or wooden structural element. The setting suggests a military engineering or humanitarian assistance/disaster relief construction project.

U.S. Marine Col. Curtis Lee, center, and Philippine Navy Capt. Ramon C. Renales close a time capsule April 23 during the groundbreaking ceremony for classroom construction at Malobago Elementary School in Guinobatan, Albay Province, Philippines. The time capsule was filled with small tokens from Philippine and U.S. service members, placed in the ground and buried to be unearthed in the future. The ceremony was one of five celebrating the start of humanitarian civic assistance projects that Philippine and U.S. service-members are working on as a part of Exercise Balikatan. Balikatan is an annual bilateral exercise between the Armed Forces of the Philippines and U.S. armed forces designed to strengthen interoperability and country-to-country relations. Renales is the commanding officer of the Armed Forces of the Philippines, Combined Joint Civil Military Operations Task Force, and Lee is the commanding officer of the U.S. forces, CJCMOTF.
