Secretary of Defense Robert M. Gates speaks at an all hands call on board USS Higgins (DDG 76). Sec. Gates answered Sailors’ questions and toured the ship during his visit to the San Diego Area. Higgins recently returned from an around-the-world deployment and was the first ship to arrive in Haiti, following a 7.0 magnitude earthquake, to support humanitarian and disaster relief efforts as Operation Unified Response.
