Army Sgt. Oscar Vazquez (right), a cavalry scout with the 1st Squadron, 40th Cavalry Regiment, 4th Infantry Brigade Combat Team (Airborne), 25th Infantry Division, is awarded with the Carl Hayden Community High School’s Junior Reserve Officers’ Training Corps officer of the year trophy by his senior JROTC instructor, retired Maj.
