An Iraqi Police officer with three-star rank insignia is cutting a ribbon with scissors, indicating a formal opening or dedication ceremony. Several other uniformed personnel are visible in the background, one of whom appears to be photographing the event. Colorful decorative flowers and streamers adorn the entrance structure, consistent with a celebratory occasion.

Iraqi Brig. Gen. Latif Mohammed, Rusafa district police commander, cuts the main ribbon to officially bring electricity to Muhalla 125 residents in eastern Baghdad via two of three micro-power generators, July 24. Mohammed and Abass Hassan Hamud, neighborhood council chairman for Muhalla 125, were two of the dignitaries present to help usher in a new age of readily available electricity for area residents. Other area leaders and U.S. Army leaders from 4th Brigade Combat Team, 10th Mountain Division (Light), Multi-National Division ? Baghdad were on hand mark the occasion and cut five other ribbons to celebrate the event.
