Ng Chee Peng, fleet commander, Republic of Singapore navy, talk during a visit to MINDS for a community relations project, July 1. The two countries' service members participated in the COMREL as a part of Cooperation Afloat Readiness and Training 2008. CARAT is an annual series of bilateral training exercises between the United States and several Southeast Asian nations designed to build relationships and enhance the operational readiness of the participating forces.
