A Sailor from USS Tortuga, alongside a counterpart from the Republic of Singapore navy, cleans windows in the living spaces of Movement for the Intellectually Disabled of Singapore clients during a community relations project, July 1. The two countries' service members participated in the COMREL as a part of Cooperation Afloat Readiness and Training 2008. CARAT is an annual series of bilateral training exercises between the United States and several Southeast Asian nations designed to build relationships and enhance the operational readiness of the participating forces.
