Members of the U.S. Army Corps of Engineers and local government employees begin registering residents in Humacao, Puerto Rico for the "Blue Roof" program, Oct. 15, 2017. Residents filled out right of entry forms to allow USACE employees to enter residents' properties, evaluate damage to their homes and allow work crews to install the blue roof. Blue roof is made of reinforced, water-proof plastic and meant to serve as a temporary fix to damaged homes. Information about the program is being broadcast in local media throughout Puerto Rico.
