U.S. Marines with Provost Marshals Office (PMO) and Naval Criminal Investigative Service (NCIS) setup perimeter around a suspicious suspect and hostage to try and negotiate with them as part of Exercise Active Shield 2011, Marine Corps Air Station Iwakuni, Japan. Active Shield 2011 is an annual U.S.-Japan combined exercise designed to increase bilateral coordination in support of Installation Force Protection Operations and strengthen cooperation between U.S. military forces and Japan Self Defense Forces in support of the Japan-U.S. Security Alliance.
