The Constellation is a monthly personnel and pay newsletter produced by MyNavy Career Center and distributed to Fleet stakeholders via Regional Support Centers (RSC) and the MNCC Unit Public Affairs Representative (UPAR) network.
The front page contains Navy human resources, personnel, and pay information relevant to the entire Fleet. The back page is customizable by RSC and contains information for specific regional areas of responsibility.
