When the United States entered World War One in April 1917, the Army was far from ready to fight a global war. The Punitive Expedition in Mexico had highlighted some massive deficiencies in the Army’s ability to mobilize and deploy. To address these issues changes were made to partially address them in the National Defense Act of 1916 but mostly had not been implemented prior to the start of the war.
