Naval Facilities Engineering Systems Command (NAVFAC) Southeast awarded a $264 million contract Aug. 18 to HITT Contracting from Charleston, South Carolina, to construct a nuclear power training simulation facility expansion at Joint Base (JB) Lindsey Graham in Charleston, South Carolina.
The expansion directly supports the Naval Nuclear Power Training Command and the Nuclear Power Training Unit. These commands train Navy officers and enlisted sailors to safely operate, maintain and supervise shipboard nuclear propulsion plants for the nation’s submarine and aircraft carrier fleets.
"This expansion represents a critical investment in our Navy's infrastructure that directly supports the Foundry," said Capt. Matthew Williams, NAVFAC Southeast commanding officer. "The new facilities will provide the warfighter with cutting-edge simulator environments and support systems necessary to maintain the highest standards of nuclear fleet readiness."
The project includes construction of a high bay simulator facility to house large-scale training simulators, alongside a multi-story training support facility. This support center will feature specialized simulation technology, production training facilities, staff offices, simulator maintenance areas, student support spaces, and dedicated storage.
To support the new facilities, the project will also upgrade surrounding site and utility infrastructure. These improvements include constructing a mechanical building, building an electrical power substation with dedicated feeds, and updating electrical, municipal utility, sewer and telecommunication distribution networks. Additionally, the contractor will install secure network infrastructure, modernized facility control systems and an overhead bridge crane inside the high bay facility, while making roadway and pedestrian safety improvements to raise road elevations and widen a local causeway.
The project site is located at JB Lindsey Graham, which was officially renamed on August 10, 2026, in honor of the late U.S. Senator Lindsey Graham of South Carolina. Formerly known as JB Charleston, the installation was renamed to recognize Graham's 33 years of military service as an Air Force Judge Advocate General, where he retired at the rank of colonel, and his decades of advocacy for South Carolina's service members and military installations.
NAVFAC Southeast competitively procured the contract via the sam.gov website and received two offers. The command selected HITT Contracting based on technical factors and price, which together represented the best value to the government. If the Navy exercises all 12 contract options, the cumulative value of the project will reach $274.3 million.
The contractor will perform the work in Berkeley County, South Carolina, and expects to complete the project by April 2030.
