FORT MCPHERSON, Ga. (March 14, 2006) - Starting Thursday, Soldiers will see new changes to Army Regulation 600-8-10, Leave and Passes, that will add new entitlements and clear up confusion on taking leave and passes.
Perhaps the most convenient change will be the elimination of the sign-in and sign-out requirement for all Soldiers departing and returning from ordinary leave. Currently, only sergeants and above can call into their unit staff duty to sign in and out of leave. The new changes no longer require signing in or out, said Sgt. Derrick V. Allen, personnel NCO for Third U.S. Army Special Troops Battalion.
"Inform the unit personnel actions clerk or S-1 if you come off leave early and they will adjust the chargeable leave days as normal; however a Soldier is still required to sign in and out on PCS leave," he added.
"Another change will be authorizing permissive TDY or excess leave to Soldiers that are chaptered or involuntary separated under honorable conditions. This will help with job and house hunting or other activities to facilitate relocation," Allen said.
The regulation will also allow the unit commander to delegate approval authority for ordinary leave, reenlistment leave, transition leave and proceed time. It will also clarify what is considered chargeable leave when passes are taken in conjunction with federal holidays, Allen said.
Other changes include elimination of the requirement to place permissive TDY in conjunction with PCS leave on the leave form, new procedures for requesting proceed time, POV travel and permissive TDY and a revised DA Form 31 that will be used for all chargeable and nonchargeable absences and can be used as an emergency leave order when authorized.
