    U.S. Army Corps of Engineers awards final contracts for Cleveland flood project

    CLEVELAND, Tenn – The U.S. Army Corps of Engineers Nashville District announces significant progress on the flood risk management project for the city of Cleveland, with two key contract awards supporting efforts to reduce flood risks in the South Mouse Creek and Fillauer Branch watersheds.

    The project is a collaborative effort between the Nashville District and the City of Cleveland, based on a 2017 feasibility study. It includes six structural flood risk management measures and several nonstructural components, such as structure buyouts and home elevations. Structural measures feature two detention structures—one at 12th Street and one near Williams Street—and four channel modifications located near Ocoee Crossing Northwest, Clearwater Drive Northeast, Blount Avenue Southwest, and Tinsley Park.

    Two recent contract awards mark significant progress on the project. In July 2025, USACE, Nashville District awarded a contract to MTC Construction, LLC for the Williams Street Detention Structure. In September 2025, the district awarded a second contract to Wilamut Construction Company, LLC for the Blount Avenue Channel Modification. Construction has begun and is expected to be completed by October 2026. These awards represent the final construction components of the Corps’ work on the project.

    Project details

    Williams Street Detention Structure: This component includes a 15-foot-tall earthen embankment spanning approximately 160 feet across the Fillauer Branch tributary. The work involves channel excavation, grading, and a spillway lined with articulated concrete blocks. The structure slows water flow to reduce downstream flood risks.

    Blount Avenue Channel Modification: This portion consists of modifying approximately 1,300 linear feet of channel to improve water conveyance through South Mouse Creek, easing flood conditions in critical areas.

    These enhancements are part of a broader flood mitigation strategy to reduce damage from routine flash flooding that has historically affected Cleveland neighborhoods.

    The project also incorporates a range of non-structural flood risk management features, such as elevating at-risk structures and property buyouts, which will help lower flood risk and protect vulnerable homes. The City of Cleveland has completed all the necessary buyouts to remove repetitive-loss structures from the floodplain and is working on elevating the remaining eligible structures.

    The 12th Street Detention Structure reached completion in 2023, while the Ocoee Crossing and Clearwater Drive channel modifications concluded in spring 2025. Design and construction planning for the Tinsley Park channel modification is in early development and will be carried out by the City of Cleveland.

    “Reaching this phase of construction is a milestone that reflects years of planning and strong partnership with the City of Cleveland,” said Ramune Matuliauskaite, USACE Nashville District project manager. “These infrastructure improvements will make a lasting impact by reducing flood risks and helping the community become more resilient to future storms.”

    The initiatives are funded through the Bipartisan Infrastructure Law, which supports efforts to improve infrastructure resilience across the nation.

    The Mouse Creek Flood Risk Management Project, recommended in the 2017 feasibility study, outlines a comprehensive plan to reduce long-term flood risk. It is expected to eliminate more than 25% of expected annual damages from flooding in the area by integrating both structural and nonstructural measures to protect homes and businesses near local streams.

    USACE continues to work closely with city officials to complete the project, reinforcing the shared commitment to safeguard Cleveland’s communities.
