    Retired Soldier selected as BASOPS Transportation’s top Army civilian of the quarter

    KAISERSLAUTERN, Germany – Dwohn Luckey went from taking care of Soldiers and their families in uniform to taking care of Soldiers and their families in civilian clothes. The retired senior noncommissioned officer with 26 years of active-duty Army service now works as an Army civilian with the European Travel Branch of Base Support Operations Transportation, 405th Army Field Support Brigade.

    His last job in uniform was detachment sergeant, 627th Movement Control Team, 39th Transportation Battalion, 16th Sustainment Brigade, in Kaiserslautern. After a short stint as a non-appropriated funds employee at the Child Development Center here, he accepted a job offer at BASOPS Transportation as an Army civilian.

    The Centrally Billed Account operations manager at BASOPS Transportation serves as the lead transportation specialist and senior functional advisor for the European passenger movement and management program. This encompasses policies, procedures and overall management of the movement of U.S. European Command service members and civilian passengers internationally and intra-theater on permanent change of station, expiration of term of service, temporary duty, chapter discharge, emergency leave, deployment, exercises and leisure travel activities.

    Servicing thousands of customers across Europe annually in countries like Germany, Poland, Italy, Belgium, Netherlands and more, the 50-year-old father of two who also has a 2-year-old granddaughter and is happily married for 30 years said his connection to the Army goes back to when he was an Army brat. Luckey said his father is also a retired Soldier for life.

    Luckey was recently recognized by his leadership and his team for his quality work and dedication to the mission supporting Soldiers and Army families. In fact, he was selected as the Army civilian BASOPS Transportation employee of the quarter for 4th Quarter, Fiscal Year 2025. His acting BASOPS Transportation director, Reginald King, had nothing but praise for Luckey and his work.

    “Congratulations on being selected as BASOPS Transportation employee of quarter. Your selection is a direct representation of your hard work and dedication, and I am very proud of you,” King said.

    “It feels good, not only for me but for my entire team,” said Luckey. “Since I got to the European Travel Branch section, I’ve always had nothing but great teammates who I work with, and it's really a great, cohesive unit. It barely feels like work coming into the office each day and working with my teammates from the European Travel Branch. It's always so enjoyable.”

    Luckey said being selected as the BASOPS Transportation Army civilian employee of the quarter was a surprising gesture but welcome, appreciated and a huge honor for him and his family.
