    MILLINGTON, Tenn. — The Navy has issued updated guidance mandating the use of the Government Travel Charge Card (GTCC) for all permanent change-of-station (PCS) travel for eligible Sailors, effective immediately.

    The change, announced in NAVADMIN 210/25, aligns with Department of War policies.

    Under the new directive, active-duty Sailors, Training and Administration of the Reserves, and certain Selected Reservists executing PCS orders must use GTCC to cover authorized travel expenses including lodging, meals, and transportation. Exemptions to the new policy are outlined in the NAVADMIN.

    “By separating government travel costs from personal finances, the GTCC reduces financial burden on Sailors during relocation,” said Maria Perez, the GTCC program manager at MyNavy Career Center (MNCC).

    Travel advances are not authorized for GTCC holders, except for non-concurrent family travel and personally procured move advances. GTCC holders are still eligible for advanced dislocation allowance, or DLA, which is an entitlement.

    Split disbursements are mandatory when using the GTCC for PCS travel, which means some expenses are reimbursed directly to the traveler while others are reimbursed toward the GTCC balance.

    “Travelers must remember to check their GTCC balance after PCS and ensure the card is paid off,” said Perez. “Ultimately, paying off the GTCC is the traveler’s responsibility.”

    Perez said cardholders must see their GTCC agency program coordinator, or APC, to receive training and sign a statement of understanding on GTCC usage, and to have their card placed in mission-critical status before PCS. Within five days of arriving at their new command, cardholders must have their command pay and personnel administrator, or CPPA, submit their travel voucher using the enterprise Customer Relationship Management system to ensure timely GTCC payment.
