Marshall Center leadership took part in the Strategic Competition Seminar Series (SCSS) Outcomes Workshop, “Advancing European-led Conventional Deterrence and Defense,” held in Berlin, Germany, from Sept. 24-25, 2025.
During an icebreaker event hosted by the Polish Embassy in Berlin, Marshall Center Director Barre Seguin set the tone for the days ahead:
"This diverse, forward-looking group is exactly what we need to tackle today’s strategic challenges,” he said, emphasizing how strong alliances and European-led conventional defense will advance peace through strength.
The workshop, executed in partnership with the Konrad-Adenauer-Stiftung (KAS) and U.S. European Command’s Russia Strategic Initiative (RSI), served as a timely opportunity to align strategies and strengthen transatlantic defense cooperation. Discussions ranged from how Russia is adapting its doctrine based on lessons from Ukraine, the evolving threat across nuclear, conventional, and hybrid domains, and regional capabilities and challenges in the Baltic, Nordic, Arctic, and Black Sea regions.
“The threat from Russia is real, changing, and happening across many areas—military, cyber, and hybrid,” said Rolf Wagner, Marshall Center deputy director, emphasizing Germany’s commitment to modern defense, burden-sharing, and support for NATO’s Operation Eastern Sentry.
On the final day of the workshop, the experts assembled into groups to examine capability gaps how to strengthen the transatlantic defense industrial base with the goal of providing policy options that Allies and partners can take forward.
“This workshop is about more than analysis. It’s about shaping practical outcomes that strengthen European-led deterrence and defense,” said Seguin.
