David Ferrari, acting assistant director for international operations at the Defense Security Cooperation Agency, visits with Marshall Center leadership Sept. 2, 2025, during a break from the Partnership for Peace Consortium workshop “Implications for Leadership for Emerging and Disruptive Technologies” in Garmisch-Partenkirchen.
An expert in security cooperation, building partner capacity, and foreign military sales, Ferrari offered his bird’s-eye perspective on the Marshall Center’s future program planning efforts to enable European-led deterrence and defense.
“It was great to spend time with the GCMC and PfPC leadership and underscore the importance of how our allies and partners lead their organizations into increased burden-sharing and rapid application of emerging and disruptive technology in the security sector,” Ferrari said.
Ferrari’s visit comes on the heels of the Western Balkans Forum, the Marshall Center’s latest platform fostering dialogue and cooperation to confront challenges and opportunities in the modern security environment.
DSCA’s mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. The agency leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners.
