FORT BELVOIR, Va. - U.S. Army Program Executive Office (PEO) Enterprise and Army Contracting Command – Rock Island today announced the award of an Army-wide enterprise license agreement (ELA) to Computable Insights, a wholly owned subsidiary of Salesforce. The purpose of the ELA, which was awarded July 31, is to achieve efficiencies for the Army by consolidating all orders for Salesforce software licenses and support.
Under the ELA, Army customers can rapidly and efficiently acquire Salesforce licenses with previously negotiated rates that reflect the Army’s purchasing power and economies of scale. Eventually the licenses will become available on PEO Enterprise’s Digital Marketplace, which is currently under development by the PEO’s Digital Market team; however, until then, commands interested in Salesforce offerings will need to contact Andi Fehl, software ELA program manager, or Steve Edsall, product officer, to acquire licenses.
According to Fehl, the ELA is significant because it’s the first one that PEO Enterprise negotiated from scratch. Since the PEO assumed the ELA mission from the Office of the Chief Information Officer (OCIO) last October, the Digital Market team has been busy renegotiating existing contracts and negotiating new ones.
“We’re working with the OCIO to look across the board at where we can consolidate contracts to realize cost avoidance,” said Fehl.
PEO Enterprise Program Executive Officer Bill Hepworth characterized the Army-wide ELAs as a major area of efficiency and “a huge breakthrough in the way we think.” Up until recently, said Hepworth, program managers have always had to know how much they’re going to use next year and commit the money upfront, which can be problematic when Army priorities change. Under the new ELA alignment, program managers will buy what they need, when they need it and divest products when no longer needed.
“The Digital Market team will monitor and track the licenses to make sure we have absolute maximum efficiency in the way we buy software, which frees up more manpower to go do the actual building and construction at a faster clip, serving the commands and Soldiers,” said Hepworth.
Another key aspect of the Salesforce ELA is that it will be the first to undergo full ELA lifecycle management with detailed license tracking. Hepworth added.
One of PEO Enterprise’s programs that stands to benefit from this ELA is the Accessions Information Environment (AIE), which is modernizing how the Army recruits, onboards and manages service members. The AIE system, which is built on the Salesforce Government Cloud to meet stringent security requirements, enables Army recruiters to collaboratively and securely share information for recruitment purposes.
PEO Enterprise expects to announce additional ELA contract awards in coming months.
