    The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) achieved Full Operational Capability (FOC) on the Warfighter – Training Readiness Solutions (W-TRS) task order on June 30.

    In collaboration with the General Services Administration, PEO STRI competitively selected V2X to implement W-TRS and deliver an enterprise solution that rapidly delivers critical training related services for Army warfighters worldwide by infusing cutting-edge innovations to meet ever-evolving warfighter needs through PEO STRI’s expansive network of roughly 300,000 Training Aids Devices Simulations and Simulators (TADSS) positioned at over 400 locations inside and outside the United States.

    W-TRS is a Task Order for TADSS Maintenance, TADSS Services, and Training Services. It is designed to support Army Warfighter combat readiness and serves as a comprehensive “One Stop Shop” for training services. W-TRS has a five-year period of performance that included a transition period that just concluded, culminating in its FOC.

    “As an enabler for the Army Transformation Initiative, W-TRS leverages a vast array of unique and operational maintenance and training capabilities that ensure our force remains agile, ready, lethal, and adaptive amid emerging threats,” said Zachary Lindsay, W-TRS Director.

    The W-TRS scope consolidates and expands on the services previously performed under the successful Army TADDS Maintenance Program (ATMP) contract with the addition of Foreign Military Sales (FMS) cases and other Army training maintenance and services contracts around the globe. The scope of work provides enough contract flexibility to offer customized solutions to the broader training community across the Department of Defense in an attractive, cost-effective manner.

    PEO STRI is the Army's primary entity for developing, delivering, and sustaining combat training and testing capabilities worldwide. W-TRS is a novel approach to address mission requirements by leveraging the existing General Services Administration (GSA) ASTRO Multiple Award (MA) Indefinite Delivery/Indefinite Quantity (IDIQ) –, utilizing a Cost-Plus-Award-Fee (CPAF) construct to incentive performance. In doing so the Army was able to reduce the award timeline by 11 months, significantly lowering contract transition risk with the complex network of TADSS inventory it manages across a global footprint during the deliberate changeover between industry partners. This approach aligns well with the Army Transformation Initiative recently announced by the Secretary of the Army.

    Over the past 10 months, the Army and its industry partners; the ATMP contractor Lockheed Martin and the W-TRS contractor V2X, have successfully audited inventories and prepared for accountability transition across 52 high impact locations as the contract transition phase between industry partners nears completion prior to FOC. The Project Office has also finalized the training maintenance and support approaches for each of the Combat Training Centers along with the numerous TADSS systems supported by PEO STRI.

    W-TRS is the operational backbone to PEO STRI's enterprise solution for providing integrated training systems sustainment and selected training services world-wide. It provides an integrated approach, enabling Army readiness through training, including individual and crew simulators, small unit and staff tools, live-fire range support, and essential medical simulation training.

    The Army's ability to maintain its combat edge remains paramount and relies heavily on advanced and continuously updated training capabilities, particularly in critical regions like Europe and Africa.

    Since award, W-TRS support has already been initiated at the Joint Multinational Readiness Center (JMRC) in Germany, the only forward-deployed U.S. Combat Training Center. JMRC is central to European readiness and relies on PEO STRI's advanced instrumentation and Live, Virtual, Constructive (LVC) integration, all supported by W-TRS.

    “W-TRS is absolutely integral to JMRC's ability to conduct realistic, instrumented, multinational, and joint training,” said Eric Nantz, PEO STRI’s Liaison Representative to JMRC. “It supports the JMRC Instrumentation System, which tracks Soldiers, vehicles, and aircraft in real-time, simulates direct and indirect fire engagements, records communications, and captures comprehensive data for After Action Reviews. It enables the seamless integration of live forces with virtual simulators and constructive simulations to model complex operational environments, deep fires, or advanced enemy capabilities that would be logistically or financially prohibitive in a solely live setting.”

    The W-TRS mission extends beyond U.S. forces to include support for allies and partners, fostering interoperability and strengthening collective security across vast geographical areas like Europe and Africa. Ten international FMS partners are currently utilizing W-TRS, with several more developing requirements packages to be supported by W-TRS already on the horizon.

    “Over the next year we anticipate that as other Army organizations strive for efficiencies, it will lead them to W-TRS as the preferred solution for training support services in the current resource constrained environment,” said Mike Willoughby, Project Lead for TADSS Support Operations.

    By ensuring uninterrupted, adaptable training capabilities, W-TRS enables the Army to maintain its combat edge and strengthen the alliances that are the bedrock of global security. This commitment to combat training readiness ensures our forces remain highly trained, interoperable, and ready to secure peace and deter aggression on the continent and across the globe.
